if it is NW, gillson in winnetka is pretty good for that. Park free just south of the saiing center (lake st ) in front of the public beach. Grass rigging area, maybe 50 yard walk to beach. I have heard that you can get hassled by park patrol, but i've sailed and surfed there 12/ dozen times no issues.
I had fun yesterday after all. The wind direction was W at times so I went to Wolf instead. Started with a maxed out 7.5 and finished 3 1/2 hrs later at close to min settings. It was gusty 8 to 20 kts maybe, but the lulls were short and fahr inbetween and I was planning more then I was slogging. What I like the most about this SW corner is that I have a launch option for every single wind direction within a 3 miles radius-soo convenient.
As for the cold you may think Im getting crazy, but I had "Jingle Bells" playing in my mind at times during my session At one point I thought: how about making the song more windsurfy? Heres what I came up with /I hope I make you laugh/:
Jingle bells, jingle bells,
jingle all the way!
O what fun it is to ride
my Starboard water-sleigh!
