I just did that survey. The negative consequences of "improving" beach access and amenities are usually overregulation and parking taxes, not to mention the eventual crowds unfortunately. Anyway they need to attract somehow more of the generally deeper pocketed IL beachgoers to be successful IMO. A windsurfing school/rental would be a good idea...yeah, right
